The sewer line construction closing Crescent Drive was supposed to last about one month, according to the city of Gainesville, but it has now been three months. What is causing the delay and are there penalties for the contractor for failing to complete the project in a timely manner?
That particular project has been expanded and ran into several delays, which have extended its estimated completion date, according to Myron Bennett, engineering and construction division manager for the Public Utilities department.
The primary purpose of the project is to install a new sewer line from the intersection of White Sulphur Road and Crescent Drive to an existing pump station near Lakeview Academy.
The additional work includes upgrading the sewer line to handle increased sewage flow from the Gateway Industrial Centre, which is being built on Ga. 365. The crew has also encountered several delays. Rain has stalled construction on several occasions and the crew encountered rock, which is difficult to drill through.
“That is the construction business,” Bennett said. “You don’t know what you are going to find until you start digging in the earth.”
In addition, the crew has to repair part of the bore that runs through the Norfolk Southern Corp. railroad right of way, but before any work can be done, the railway company has to give permission.
“They’ve been very cooperative, but they want to know every detail of what you are doing before they give permission, and for very good reason,” Bennett said.
The contract does have built-in penalties for the contractor if it goes over time, but that point hasn’t been reached with this project. The city is still negotiating an end date in light of the delays and complications, but Bennett estimates construction should be complete near the end of July.
