A runoff Tuesday will fill what is Flowery Branch’s remaining City Council vacancy.Voting is set to take place from 7 a.m. to 7 p.m. at City Hall, 5517 Main St., as residents decide between Jason Covert and Fred Richards.The runoff is necessary because none of candidates for the post received more than 50 percent of the votes cast in the March 6 special election.Fred Richards claimed the most votes, with 122, followed by Jason Covert, who netted 119 votes. Former Councilwoman Pat Zalewski received 29 votes. The winner will serve out the term started by Kris Yardley on Jan. 1, 2010, and set to end Dec. 31, 2013.
