Two Flowery Branch City Council members have resigned due to moving away from the South Hall city.Damon Gibbs’ resignation was effective at the beginning of the month. Tara Richards’ resignation is effective April 17. “We knew Damon had accepted his position,” Mayor Mike Miller said.
