A second Lula man in less than two weeks has been arrested on charges of manufacturing marijuana. Jessie William Westbrook, 21, turned himself in to Hall County Sheriff’s Office authorities Monday morning on the charges. Lt. Scott Ware, with the Gainesville/Hall County Multi-Agency Narcotics Squad, said that the eight marijuana plants were located behind Westbrook’s residence last week.
