Higgins preparing to take over as Hall Board of Commissioners chairman

Incoming Hall County Board of Commissioners Chairman Richard Higgins narrowly defeated Steve Gailey in the Republican primary. Richard Mecum had announced he wouldn't seek a second term. Higgins was unopposed in the general election.
There may be big differences in leading a large school system and a county government with its web of departments, from public works to landfill operations. But Richard Higgins remembers one familiar refrain from his 12 years on the Hall County Board of Education: “You’re ruining my property values.” Those were oft-repeated words during meetings on the redrawing of school boundary lines.
