It occurs to me that we as employers have limited ability under the laws to inquire into a potential employee’s background, etc. and therefore some employers have turned to temp agencies to act as a clearinghouse for potential employees.
It’s easier to return the employee to the agency than to “fire” that same employee under the law. On top of that, temp agencies get paid for filling slots with bodies — not necessarily qualified ones.
