While there are frequent conflicts between what is good for the environment and what is good for the economy, the carbon fee and dividend plan proposed by the Citizens Climate Lobby is a refreshing exception. The simple plan would tax carbon at the production site and return the money to U.S. consumers. As shown by the Regional Economic Modeling Inc. plan, this would add over 2 million jobs to the economy over 20 years, increase the gross domestic product, save many thousands of lives by decreasing pollution, and would decrease greenhouse gas emissions by about 60 percent.
