Dick Biggs' recent letter claimed President Joe Biden’s "weakness" persuaded Vladimir Putin to proceed with the Russian invasion of Ukraine. Not likely. If anything encouraged Russian expansionism into Ukraine, it would be the fact the USA has a long record of tolerating similar behavior.
