One of Merriam-Webster’s definitions of slavery is “a situation or practice in which people are entrapped (as by debt) and exploited.” Obviously, when our vernaculars hear “slavery” our immediate consciousness floats to pre-Civil War notions. Regardless of the history of slavery, under the definition cited above, with both conditions of (1) indebtedness and then (2) exploitation of the debtor, then the public should know that slavery is in fact happening under the Hall County government and has been for years.
