A violent sexual predator, considered a fugitive after failing to register with Ohio authorities in 2006, was arrested in his home in Flowery Branch, officials said Tuesday.

Shawn Dewane Spigner, 35, was arrested by Hall County sheriff’s deputies at a home in the 6000 block of Scott Drive off Old Federal Road about 9:30 p.m. Monday, Maj. Jeff Strickland said.

Spigner had been wanted by authorities in Delaware County, Ohio, and Franklin County, Ohio, on charges of failure to register as a sex offender and failure to change addresses. He had been on the run since 2006, Strickland said.

Authorities were tipped off by a "concerned citizen" that Spigner was living in Flowery Branch, Strickland said. Strickland could not say how long Spigner had been living there.

Spigner was convicted of unlawful sexual conduct with a minor and was described by authorities as having violent tendencies, Strickland said. He was categorized by officials in Ohio as a violent sexual predator.

Under Ohio law, a violent sexual predator is a person who has been convicted of committing a sexually oriented offense and who is "likely in the future to commit additional sexually oriented offenses."

Offenders can be categorized as violent sexual predators if they are convicted of a sexually violent offense with a sexually violent predator specification, or the sentencing court, after holding a sexual predator hearing, determines that the offender is a sexual predator.

Offenders designated as sexual predators are subject to registration requirements for life.

All residents within a 1,000 feet radius of where the offender is residing are notified, and offenders must report to the local sheriff’s office every 90 days to register.

Of the more than 10,000 registered sex offenders in Georgia, there are only 60 people categorized as sexual predators, with 14 of them currently behind bars.

Michael Eugene Cromer, 41, of 325 Highland Terrace Lot S1, is the only sexual predator registered in Hall County.

Under Georgia law, a predator is "a person who has been convicted on or after July 1, 1996, of a sexually violent offense and who suffers from a mental abnormality or personality disorder or attitude that places the person at risk of perpetrating any future predatory sexually violent offenses."
