Teen charged with taking car, cellphone at gunpoint on Aug. 16
16-year-old indicted on armed robbery, hijacking charges

A 16-year-old accused of hijacking a car with a handgun was indicted last week in Hall County.

Joseph Walter Welch Jr. faces one count each of armed robbery and hijacking a motor vehicle.

According to the indictment, Welch is accused of taking Stanley Charles Richards’ car and Blackberry cellphone Aug. 16 by use of a handgun.

The true bill indictment was signed Nov. 18.

Oakwood Police were involved in the case. The department did not release the incident report when requested Wednesday.

Welch is listed as being from Riverdale in the Hall County Comprehensive Justice Information System.

Chief Assistant Public Defender Nicki Vaughan, who covers juvenile cases, did not respond to a call for comment Wednesday.

An attempt to reach Richards for comment was unsuccessful.

Two employees of an Athens used car dealership were listed as witnesses on the indictment. One of the employees had no knowledge of the incident when contacted Friday.
