Jock Connell, interim Hall County administrator in 2011 and current county consultant, is the choice of Barrow County for its county manager position.Connell was the top candidate of the selection committee and is the only final applicant for the position, said Charlie Felts, Barrow County human resources director. Felts and Connell are negotiating a compensation package and the consultant would start Jan. 1 if they agree on a deal and it’s approved by the Barrow County Board of Commissioners, Felts said. Calls to Connell for comment were not returned.
