Jock Connell, interim Hall County administrator in 2011 and current county consultant, is the choice of Barrow County for its county manager position.
Connell was the top candidate of the selection committee and is the only final applicant for the position, said Charlie Felts, Barrow County human resources director.
Felts and Connell are negotiating a compensation package and the consultant would start Jan. 1 if they agree on a deal and it’s approved by the Barrow County Board of Commissioners, Felts said.
Calls to Connell for comment were not returned. Katie Crumley, public information officer for Hall County, said Connell declined to talk to the press about the job offer. She said Connell would likely be more inclined to speak publicly after the Barrow County Board of Commissioners votes on Dec. 11. Felts said the commissioners will vote only if he and Connell agree on an employment package.
Connell was appointed Hall County interim county administrator in January 2011, a Hall County press release said. The board of commissioners had asked Charley Nix, who had held the position of county administrator since 2008, to resign.
Connell remained with the county as a consultant after commissioners appointed Randy Knighton as county administrator in July 2011. Connell’s current title is special projects manager, Crumley said.
Projects Connell helped with include local option sales tax revenue negotiations and helping to obtain approval to build Glades Reservoir.
Connell retired in 2009 from Gwinnett County, where he worked for 23 years, a Hall County press release said. He had served as county administrator since 2005 and served as deputy administrator from 2000-2004.
