Braselton OKs service deals with Hall, Gwinnett counties

BRASELTON — The Braselton Town Council held a brief meeting Monday in which it approved one decision affecting Hall County and two involving Gwinnett.

In its executive session, the council authorized Mayor Pat Graham to finalize negotiations and sign the intergovernmental agreement proposed by Hall County. The agreement will recognize that the county is in compliance with House Bill 489 in respect to sewer service provided to areas in South Hall County.

House Bill 489 requires municipalities and counties to adopt a local government service delivery strategy agreement.

The council also authorized Graham to sign the Gwinnett Cities Resolution, which will extend until May 1 Gwinnett County’s deadline for completing its service delivery strategy with Braselton.

"Gwinnett County is in the process of submitting their 20-year comprehensive plan update, and with that there’s a requirement to submit a new House Bill 489 grant," said Graham. "They have not finished and concluded the service delivery strategy with the cities, so we have a resolution requesting to extend the service delivery strategy."

A service delivery strategy "gives local governments and authorities the opportunity to reach (an) agreement on the delivery of services in an effective and cost-efficient manner to Georgia’s citizens," according to the Georgia Department of Community Affairs Web site.

The council also voted to allow Graham to sign a contract for the wholesale purchase of water from Gwinnett County. The town’s current contract will expire soon, according to Graham, and the new contract will allow Braselton to purchase 2.8 million gallons per day instead of the current 2.1 mgd.

The increase will not affect the price, however, as all wholesale purchasers pay the same amount in Gwinnett County, said Jennifer Dees, Braselton’s town manager.

The Braselton Town Council also:

Recognized Councilman Dudley Ray, who received a certificate of recognition from the Georgia Municipal Association and the Carl Vincent Institute of Government.

Recognized Police Chief Terry Esco for 19 years of service for the Town of Braselton.

Councilman Richard Mayberry announced that in conjunction with Georgia Cities Week April 19-25, the Georgia Municipal Association will hold its annual essay contest for all sixth-graders in Georgia; this year’s topic is "If I were mayor, I would ..." The Georgia Municipal Association will award a winner in each of its 12 districts, and winners will receive a $250 savings bond. The deadline to submit an essay is March 6.
