Ashley Bell is running for re-election for the District 4 seat on the Hall County Board of Commissioners — this time with a new party.Bell, who will run on his experience on the commission and on a platform of promoting fiscal responsibility, will face Gainesville businessman Jeff Stowe in the July primary.Bell, now 31, was elected to the seat in 2008 running as a Democrat. He defeated then-incumbent Deborah Mack. Then in late 2010, Bell switched affiliation to the Republican Party.Speaking with The Times on Tuesday while preparing for an evening campaign fundraising event, Bell said he’s running again because Hall County is facing tough challenges including a tight budget and water resource issues.“I couldn’t leave the county without an experienced person at the table,” he said.Speaking on the topic of fiscal responsibility, Bell points to the county’s budget process last year when commissioners elected to reduce an $11.5 million budget gap without raising taxes. One reason for that success, Bell said, was forcing the Parks and Leisure Department to submit a budget that competed with proposals from nonprofit organizations to provide services.“They cut their budget by 40 percent so it could compete with the private sector,” he said.If re-elected, Bell promised he would promote a similar approach to making public services reflect the costs of the private marketplace to create “permanently small government” in Hall County.Bell has also vowed to fight the practice of granting projects to contractors without a bidding process to help bring costs down.
