The exemptions are limited to products costing less than $1,500 that have been designated as compliant with the U.S. Department of Energy's "Energy Star" program.

The energy-efficient products eligible for the exemption include air conditioners, ceiling fans, fluorescent light bulbs, clothes washers, dishwashers, windows (including skylights), refrigerators, programmable thermostats, dehumidifiers and doors.

The water-efficient products eligible include bathroom sink faucets, some faucet accessories, shower heads, high-efficiency toilets, high-efficiency urinals and weather or sensor-based irrigation controllers.

The exemptions are intended for noncommercial home or personal-use items.
