The state House District 25 seat being vacated by James Mills is drawing some interest.

Bobby Banks, who represented South Hall on the Hall County Board of Commissioners, and Flowery Branch City Councilman Kris Yardley have said they plan to run to replace Mills, who was named Thursday to the state Pardons and Paroles board.

"We have so much going on in Hall County right now, with the water situation, transportation and jobs," Banks said. "I just want to see if I can make a difference."

Banks, 58, and his wife run a trucking company and a truck brokerage. He served on the commission from 2007 to 2011, losing in the Republican primary to Craig Lutz, who is now commissioner.

Yardley, active with the Hall County Young Republicans, said he decided to run because he believes "the people of South Hall need a conservative leader — someone who is going to work hard, in the same vein as what James did down there."

Yardley, 38, sells investments and insurance. He has served in Flowery Branch since January 2010. He said he plans to resign his post once he qualifies.

The special election is set for Nov. 8, with qualifying scheduled for 9 a.m. to 5 p.m. Monday, 8 a.m. to 5 p.m. Oct. 4 and 8 a.m. to noon Oct. 5.

Candidates must qualify in the Elections Division of the Office of Secretary of State, 802 West Tower, 2 Martin Luther King Jr. Drive SE, Atlanta. The fee is $400.

There will be no party primaries, though party affiliation will be listed on the ballot. If needed, runoff elections would be held Dec. 6.

Citizens must be registered to vote by Oct. 11 to participate in the Nov. 8 special election.

Voter registration forms can be obtained at any county registrar's office or from the secretary of state's website.

There are two other open Northeast Georgia seats in the state legislature.

Vacancies also exist in state Senate District 50 and state House Districts 10.

Senate District 50 covers Banks, Habersham, Towns and a small eastern portion of White County. House District 10 covers Habersham County and a southeastern portion of White County.

House District 25 covers part of South Hall.

Sen. Jim Butterworth, who represented District 50, was named in early September as the Georgia National Guard's adjutant general.

Rep. Rick Austin resigned his seat in District 10 to run for the open seat in District 50, both of which cover portions of Habersham County, where he lives.
