Hall County officials have outlined a long and broad list of legislative priorities for state lawmakers to consider this year, including proposed changes to the Civil Service Board, local utility rates and franchise fees. Some of the issues carry over from 2014, but getting movement on any of them remains a long shot, officials said. For example, county commissioners would like the state to approve abolishing the Civil Service Board in favor of an administrative law judge.
