Why was extra job title piled on to Halls public safety director?

Recently, the news from the Hall County Board of Commissioners has been interesting.

First, they decided perhaps Hall County really needed an assistant county administrator, a position previously deleted by the "new" commissioners, after all.

Then they decided to appoint Marty Nix, the existing public safety director, to the newly reactivated position, while issuing a statement "by promoting from within, the county saved the cost of adding another salary to the payroll during this difficult economic period."

However, inasmuch as Nix now has expanded responsibilities, a new contract will be negotiated, so actual monetary savings are a bit ephemeral.

Does this mean the commissioners think the assistant county administrator's job (which is what, exactly?) can be accomplished during Marty's spare time at his public safety position? Or does it mean the opposite, i.e., the public safety director's task can be accomplished as a "spare time activity" by the new assistant county administrator?

In the military, certain tasks are designated IAOD: In Addition To Your Other Duties. Wonder which are which here?

Seriously, what are the guidelines for Marty to decide what tasks are more important and will receive his primary attention and focus?
