When I heard Debra Pilgrim, chairwoman of the Hall County Republican Party, say that the proposal to change the election of city council members from an at-large voting system to an in-district voting system would result in segregation, I was stunned. It has been quite a long time since that word has come up in a conversation. I question her reference to “segregation.”
