Construction of the new Flowery Branch City Hall has been delayed by unexpected costs involving soil needed for the project. Work had been planned to start in October on the $5 million project, but now it may get underway in early February, City Manager Bill Andrew said. Early estimates for grading and 10,000 cubic yards of soil needed as fill-in for the site were off by $189,000.
