When the Japanese surrender finally came, marking the end of the brutal, bloody World War II, it was no big surprise to Charles Richter. “It was an anticlimax,” said Richter, a resident of Lanier Village Estates in North Hall. “We saw it coming. (The Japanese) just had no way out.”
