Lula is preparing for another budget year without a property tax. City officials are proposing a $885,460 spending plan for the 2015-16 budget year, which takes effect July 1. The budget goes up 9.6 percent over the previous year’s amount of $808,150, with expenses increasing or dropping in various items across the board.
