Should Georgia allow casino gambling?

I got gas at a station just inside the Georgia border a few weeks ago. Part of the station was filled with tables of people who apparently spend hours playing the GA Lottery Keno game. Tell me how this isn't any different from a casino. The state already promotes and condones gambling via its lottery. How will a casion be any different?
