The Gainesville City Council approved every agenda item at its meeting Tuesday evening, including a resolution that came up at the last minute.

The resolution would allow the city to apply for a $100,000 Georgia Recreational Trails grant. The grant, which includes a 20 percent match from the city, would allow the city to continue to develop the Midtown Greenway.

The project is designed to make the Midtown District more walkable and encourage development in the area.

City Manager Kip Padgett said money from a Midtown projects fund would pay the city’s match requirement.

To continue with the trail, the city has approached CSX Corp., a major railroad company based in Jacksonville, Fla., about purchasing some of its railroad line in Gainesville, Padgett said.

In other action, the council approved an ordinance amending Title 6 to allow the sale and consumption of alcohol at the Georgia Mountains Center, which was leased by Brenau University in February.

The ordinance to regulate local pawnshops passed easily. It requires pawnbrokers and their employees to be licensed and hold permits from the city to operate.

The ordinance also requires pawnshops to maintain an electronic database of all pawn transactions, including descriptions and photographs of the customers and the merchandise involved.

Another ordinance passed at the meeting added regulatory fees to pawnbroker businesses.

The new rules go into effect on Dec. 15.

The council also went into executive session to discuss issues relating to land acquisition and litigation, but took no action afterward.
