Hall County, Free Chapel to swap parking for easement

Church agrees to share land; teens to get kitchen training

County officials have plans for the new Hall County Government Center that don’t stop at housing government employees.

This week, the Board of Commissioners will take public votes on two agreements that might normally get pushed to the consent agenda.

In one vote, commissioners will vote on a deal with neighboring Free Chapel Worship Center.

The church has agreed to let a driveway leaving the government center cross its property to McEver Road in exchange for weekend parking rights.

And a lease the county will vote on Thursday promises that the center’s kitchen will be a space for teaching teenagers with developmental disabilities and bring in a little county revenue.

The agreement with Free Chapel allows the church to have overflow parking for its growing congregation. For Hall County, it gives southbound employees another option for exiting the site at day’s end.

The lease with Oakwood Occasions will net the county about $12,000 a year, plus a $5,000 nonrefundable deposit.

The full-service catering company will also sell meals for staff and visitors to the center.

In addition to that, the company will provide a learning opportunity to teenagers in a program called Project Success, which prepares teenagers with developmental and physical disabilities for the workforce.

The kitchen area will have separate utility meters from the rest of the government operation; Oakwood Occasions has agreed to pay its own utilities.

At a discussion of the two items Monday, Hall County Commission Chairman Tom Oliver asked that the board decide the issues in two separate votes to give the two agreements “more exposure.”

“It’s just a very first-class way of doing things,” Oliver said.
