Habersham Sheriff’s Office settles with family of toddler burned in raid

The Habersham County government reached a settlement agreement with the family of a toddler critically injured by a flash grenade in May.

The agreement totals $964,000 paid through the National Fire Insurance Co. policy for the Habersham County Sheriff’s Office.

The settlement ends the claims brought by Alecia and Bounkham Phonesavanh after their child Bounkham P. “Bou Bou” Phonesavanh suffered burns to the face and chest from a flash grenade during a search of the home.

Habersham deputies were looking for Wanis Thonetheva, who Sheriff Joey Terrell said had recently sold drugs to an informant at the house.

“While it is not a perfect solution it is one that is as fair as possible under the circumstances,” said Habersham County Board of Commissioners chairman Andrea Harper in a statement.

In the settlement, $538,000 will go to the parents for medical expenses for Bou Bou. Another $200,000 will be dispensed periodically after 2033, when the child turns 18.
